L'intero processo di formazione del Piano si è svolto in tre fasi:

- l'analisi dei vincoli vigenti e del relativo stato di fatto; la definizione di criteri guida; l'impostazione del progetto di piano; il coordinamento con il PUTT con valenze paesistiche "Lesina e Varano";

- l'elaborazione conclusiva del materiale di analisi; la redazione del progetto del PUTT/p in bozza, tenuto conto delle indicazioni derivate dalla approvazione del lavoro di prima fase;

- la predisposizione definitiva del piano, tenuto conto delle indicazioni scaturite dalla approvazione della bozza di seconda fase.
